MOSCOW, December 27 (RIA Novosti) – President Vladimir Putin has signed the 2006 federal budget, the Kremlin press office said Tuesday. Budget revenue is expected at 5.046 trillion rubles ($189.6 billion) and spending at 4.27 trillion rubles ($148.26 billion). The surplus is planned at 776 billion rubles ($26.94 billion).
